US confirms final subsidy rates for large diameter welded pipes from Turkey’s HDM Çelik Boru

The US Department of Commerce (USDOC) finalized its review regarding large diameter welded pipes from Turkey, confirming that exporters received countervailable subsidies during the review period from January 1, 2023, through December 31, 2023.

Since no interested party challenged the preliminary findings from September 2025, the government maintained its original assessment.

Specifically, HDM Çelik Boru Sanayi ve Ticaret A.S. faces a final subsidy rate of 4.40%. Although a federal government shutdown delayed the process by a total of 68 days in 2025, officials have now set March 18, 2026 as the formal announcement date for final results.

US Customs and Border Protection (CBP) will collect updated cash deposits and assess duties on relevant imports. Non-reviewed companies will continue to be subject to the previously established duty rates.
