Canada's CBSA issues final AD ruling on OCTG from 5 countries

The Canada Border Services Agency (CBSA) issued a final anti-dumping (AD) determination on March 23, 2026, under the Special Import Measures Act (SIMA), covering oil country tubular goods (OCTG) originating in or exported from Mexico, the Philippines, Turkey, South Korea, and the US.

Dumping margins vary across the named exporters. Mexico's Tubos de Acero de Mexico S.A. received the second-highest rate at 30.7%, and other Philippine exporters drew the steepest margin at 57.5%, with HLD Clark Steel Pipe Co. Ltd. assessed separately at 16.7%. South Korea's Hyundai Steel Pipe Co. Ltd. was set at 13.6%, US-based Maverick Tube Corporation at 13.9%, and Turkey's Borusan Birleşik Boru Fabrikalari Sanayi Ve Ticaret A.Ş. at the lowest rate of 11.0%.

The case was initiated following complaints from Canadian producers EVRAZ Inc. NA Canada (Evraz) and Welded Tube of Canada Corporation (Welded Tube). The Canadian International Trade Tribunal (CITT) will deliver its injury ruling by April 21, 2026.
