A 50/50 consortium of Spanish firms Técnicas Reunidas and Idom will manage the decarbonization of ArcelorMittal's steelworks in Dunkirk, France. Operating under an EPCm contract, the partners will oversee project management, engineering, procurement, construction, commissioning, and testing for a new steel making plant.

The upgrade features a new electric arc furnace (EAF) and a ladle furnace for secondary refining, integrated into the existing complex. Utilizing scrap, hot metal, and direct-reduced iron, the 2-million-ton annual capacity EAF lowers emissions to 0.6 tons of CO2 per ton of steel, tripling the efficiency of traditional blast furnaces.

Scheduled for a launch in 2029, this development succeeds prior engineering work by the consortium. Técnicas Reunidas CEO Eduardo San Miguel said that the contract advances the company's green steel and service-focused strategy.
