SSAB & NCC reach deal for Luleå green steel mill construction

SSAB, a Sweden-based steel company, is progressing its strategy for emission-free steel with a new mill at Svartön in Luleå. This facility will replace the current furnace-based production system upon completion.

SSAB and NCC, a Nordic construction company, have signed an agreement for building and civil engineering work on the eastern section, which will house two electric arc furnaces, secondary metallurgy, and a direct strip rolling mill. SSAB expects the new mill to begin operations in late 2029.

Carl Orrling, SSAB’s Chief Technology Officer and Head of the Transformation Office, said the mill will be technologically world-class, offering increased flexibility and improved cost efficiency, while reducing Sweden’s carbon emissions by 7%.

Helena Hed, Head of NCC Green Industry Transformation, stated NCC's strong position in complex, large projects makes them ideal for this historic undertaking.

This section of the mill spans around 40 hectares, including a 15-hectare building complex.
