Montenegro engages EU on energy reforms & Carbon Border Adjustment Mechanism

Montenegro’s Minister of Energy and Mining, Admir Šahmanović, held a series of meetings in Brussels with senior European Commission officials to discuss energy sector reforms and the introduction of a carbon border adjustment mechanism (CBAM). The talks provided positive signals regarding potential adjustments to EU regulations, taking into account Montenegro’s position.

Discussions focused on the country’s readiness to align with European climate and energy rules. The minister highlighted recent developments, including a new Energy Law, supporting legislation, the first solar project auction, ongoing consultations with Italy on the underwater energy connection, and a framework for cross-border electricity trade.

The European Commission acknowledged Montenegro’s progress and noted that the country leads the region in compliance with EU energy requirements. Both sides agreed to continue technical consultations on flexible CBAM models to facilitate adaptation. The EU also plans to offer support through the Global Europe fund, with a proposed EUR200 billion budget for 2028-2034, allocating 30% for climate and environmental initiatives.
