Taiwan to reveal steel categories for carbon adjustment mechanism in H1 2026

Taiwan’s Ministry of Environment plans to announce specific steel products for its carbon border adjustment mechanism (CBAM) by the first half of next year.

The trial reporting for cement will begin in 2026, and the government is currently negotiating with industry groups to define the scope and emission boundaries for steel. Initial stages will likely prioritize upstream steel products to align domestic regulations with upcoming EU standards.

This Taiwanese version of CBAM aims to prevent carbon leakage and maintain industrial competitiveness. Authorities are working to establish default values and calculation methods for the diverse range of steel items produced locally.

By implementing these reporting requirements, the Ministry intends to help domestic manufacturers transition smoothly into international carbon reporting frameworks.
