European Commission approves €1.1 billion French cleantech manufacturing support scheme

The European Commission has approved a €1.1 billion French scheme to support strategic investments that expand clean technology manufacturing capacity in line with the objectives of the Clean Industrial Deal. The measure aims to contribute to the transition towards a net-zero economy and was approved under the Clean Industrial Deal State Aid Framework (CISAF), adopted on 25 June 2025. It is the eighth cleantech manufacturing capacity scheme approved since the CISAF was introduced, unlocking more than €10 billion in support for such investments.

France notified the scheme to the Commission under the CISAF to support strategic investments that add manufacturing capacity for clean technologies. The scheme encourages investments in additional production capacity for net-zero technologies such as solar, offshore and onshore wind technologies, heat pumps, and battery technologies. It also covers costs related to key components of these technologies and the related critical raw materials.

Aid will take the form of a tax credit and will be available across the whole territory of France until 31 December 2028. The Commission concluded the scheme meets CISAF conditions and approved it under EU state aid rules.
