Poland pushes for ETS reforms, seeks relief from rising carbon costs

Poland will push for major reforms to the European Union’s emissions-trading system (ETS) instead of seeking to withdraw from it, Climate Minister Paulina Hennig-Kloska said, warning that current rules impose high costs on businesses and consumers.

Following meetings with business groups earlier this week, Hennig-Kloska said the ETS should provide both the incentive and resources to move away from imported fuels in a way that remains acceptable for the economy and households. She called for an extension of free carbon allowances for industry, additional support for district-heating companies, and stronger safeguards to limit speculation in CO₂ permits.

Poland is also seeking to make the planned ETS 2, covering emissions from transport and buildings, voluntary until 2030, despite its scheduled launch in 2028. The minister said Warsaw had already secured a one-year delay and is holding talks with partners, including France and Germany. Prime Minister Donald Tusk has joined several EU states in urging the European Commission to maintain free allowances for energy-intensive sectors.
